“Attractiveness”: this is a word that obscures the need for a real vision for the civil service and its 5.7 million employees. We must move beyond the cosmetics of half-measures to propose a salary cap, an aggiornamento of human resources management and a revitalization of career paths.
There is an emergency. The fundamental balance between the public and private sectors has changed in many cases in favour of the latter. While 11% of private sector employees receive the minimum wage, they are more than 20% in the public sector overall and much more in local authorities.
