Marie asks us the following question: “I have heard of the possible creation of booklets intended to finance military defense. I would like to know exactly what products it will be and if it will be possible to withdraw your capital at any time? ” Hello Marie, and thank you for your question, which will allow us to come back to the recent announcements on this subject. First of all, unlike certain rumors, the funds held on booklets A will not be mobilized to finance French companies in the defense sector.
The government also dismissed the idea of creating a new savings book which would have been dedicated to the financing of the same sector. On March 20, the Minister of Economy and Finance, Eric Lombard, however announced that new investments were going to see him on the day, but These will not be savings booklets. These products will allow savers who wish only to support defense SMEs and startups, bringing them funding. For this, it is dedicated investment funds that will see the light of day, called “Private Equity” funds. The latter will be directly accessible, or via a long -term savings product, such as life insurance or a retirement savings plan (PER), in the form of an account unit (UC). This is the case, for example, of the Bpifrance Defense investment fund, which will be open to subscription from the second half of 2025.
Impossible to recover your capital for several years
Be careful however, to answer your second question, Marie, these funds will not guarantee neither to regain her capital, nor its availability at any time. These are investment funds, the aim of which is to invest in unlisted companies on the stock market. The risk of these investments is high (level 6 or 7 of 7), and, in the case of the Bpifrance fund, investors’ capital will be for example blocked for at least 5 years. Impossible, therefore, to withdraw your savings before, except in exceptional cases (death, disability, etc.). These are long -term and risky investments, not to be confused, therefore, with a savings book. In summary, Marie, no new booklet will be created, and, if you wish to invest in defense, you will be forced to accept a risk of capital loss, and a temporary unavailability of your savings.
