French households and existing housing professionals and energy renovation had a very unpleasant surprise these days: the press has echoed the stop of flagship aid to the ecological transition of the residential park, the very popular Maprimerénov. We have read, first in Le Parisien and soon elsewhere in the press, that the current requests would be honored and that July would sound the end of the distribution of the aid. The alleged causes? Fraud, in proportions superior to the eligible, flirting with one in five files, and the success of the aid, having led to a conflict of the instructing services of the National Housing Agency. It has also been heard that public money was lacking and that budgetary commitments, voted by Parliament, could not be held.
The truth is a little different, but there is no smoke without fire. The arbitrations are not yet definitively rendered and the Minister of the Economy has undoubtedly been too quick to communicate. However, he did not do it without calculation … First, the envelope voted will be used and the funds will be mobilized as planned. On the other hand, the proven risks of fraud unbearablely extend the deadlines for setting up aid: it is heavy damage for households living in individual housing, and even more for condominiums which must postpone the start of construction sites or shoot on payment deadlines with companies. In general, the success of Maprimerénov is real and the human resources devoted to the ANAH (National Housing Agency) are insufficient. This problem is starting to compromise the very momentum of the environmental change in condominiums: the most committed trustees see their complicated relationship with mandatory condominiums because of funding delays and it is to be feared that the best professional wishes will be discouraged.

The heaviest mortgage concerns the continuation of the suspension period provided by the government, to absorb the flow of suffering files … and to lower public credit consumption. Bercy would not be embarrassed with the idea of not regaining the financing of operations in January 2026 … The Minister of Housing and number of influential parliamentarians do not hear it by this ear: to close during a semester access to Maprimerénov is to break the dynamics so difficult to engage. We also know, already, that the regulatory criteria giving the right to the premium will harden. Public money is rare and rights cannot be as open as they are today. They will probably be refocused on low -income households and this social choice is understandable. Another bolt could be revised, and you have to be careful with this adjustment, desired by Bercy: subject access to Maprimerénov to a global renovation or, for condominiums, to increased energy savings gains. The time is not fundamentalism, but for environmental realism.

On the other hand, to believe without discernment that this special role of housing will dispense with contributing to the collective effort to return to budgetary orthodoxy would constitute an illusion, that the next finance law for 2026 will brutally dissipate.
