They contributed for a retirement they do not perceive. According to a study of the Caisse des Dépôts published on March 10, 27.5% of non-membership agents of the State and public authorities affiliated with IRCANTEC (Institution of complementary retirement of non -tenured agents) have not argued their retirement rights. On the 1.59 million affiliates to the diet, 437,000 let their complementary pension sleepwithout enjoying it. A worrying figure, especially since this non-recourse rate is “Much higher than in other pension plans”underlines the public organization.
Because unlike full officials, who benefit from a specific retirement regime, non -holder agents of the public service – such as contract workers, temporary or auxiliary – contribute to Ircantec. Problem: many of them only remain there a few yearsbefore switching to other regimes, such as Agirc-Arrco or CNRACL (pension plan for territorial function). This short period of contribution logically leads to very low pensions : on average, these non -claimed rights equivalent to 230 euros gross per yearor barely 20 euros per month. No wonder some affiliates are discouraged to start administrative procedures to liquidate their rights. On the other hand, the new generations Parties to retirement in 2023, they generally contributed longer: until “40 years on average”. They thus perceive higher additional pensions, to 810 euros gross per year on average.
The non-recourse rate of these pensions should further decrease in the coming years
But if some deem their pension too weak to bother with the administrative, Others simply ignore that they are entitled to it. A real structural problem pointed out by the Caisse des Dépôts: “The non-recourse rate is particularly high in insured people with little rights in the regime or having no longer contributed after the age of 30.»» But good news: This non-recourse retreats over time. And for good reason: “Almost one affiliate of the 1940 generation in two (46.8%) had not liquidated his rights in July 2024, against only a quarter (26.1%) of those of the 1954 generation”underlines the report. It must be said that since 2019, everything is much simpler for retirees: a single online request is enough to reach all of their pensions, basic and complementary.
Public service retirement: here is how much a ex-functionary earning
And this “Reduction of the rate of non-recourse over the generations could continue in the years to come”predicts the Caisse des Dépôts. Because to push the oldest to claim their due, the Retirement Union – which oversees compulsory, basic and complementary pension organizations – sent some 70,000 recall letters to affiliates Generations 1945 to 1948 between March 2022 and January 2024. Successful bet: more than a quarter (25.7%) of the recipients claimed their pension from the Ircantec. What “Probably decrease the non-recourse rate of these generations by 2 to 5 points”estimates the Caisse des Dépôts. The operation being a success, each year, will be three new generations that will be targeted. Objective: gradually recover all forgotten pensions from the 70-79 year olds. And there is a job! No less 1.15 million pensions still slept in the Ircantec funds in July 2024.
