Landlord owners, will you have more time than expected to renovate your labeled accommodation? G, F or E on the energy performance diagnosis (DPE) in order to be able to continue to rent them? This is what the general policy declaration made by Prime Minister Michel Barnier on Tuesday, October 1, suggests. Decided to “better target support for individuals in terms of energy renovation” housing, the head of government declared that “THE DPE will be simplified”. And in the meantime, “his schedule will be adapted”.
What exactly does Michel Barnier mean by this? The DPE, already revised in 2021 to be more reliable, was further simplified on July 1 in order to less penalize the rating of small areas. The Prime Minister’s office did not respond to Capital at the time of publication of these lines. But, according to a good observer of the real estate sector, it would be the relaxation of the calendar ofban on rental of thermal strainers that professionals in the sector have been calling for since the Climate and Resilience law of August 2021.

A relaxation refused by previous governments
This law provides for the ban on the rental of G thermal strainers from January 1, 2025, then F in 2028 and E in 2034. untenable schedulehave been hammering for three years the National Real Estate Federation (Fnaim), the National Union of Independent Owners (Unpi) and the Union of Real Estate Unions (Unis). Untenable due to the cost of energy renovation work, which amounts to tens of thousands of euros to allow a home to escape the status of a thermal sieve. Without forgetting the difficulty of finding craftsmen with the RGE label (recognized guarantor of the environment), a sine qua non condition to benefit from public aid for energy renovation such as MaPrimeRénov.
This timetable for banning the rental of thermal strainers, previous governments had opposed its relaxation, judging that it was a matter of credibility of public speech. The former Minister of the Economy Bruno Le Maire said he was in favor of it at the time of the presentation of the 2024 finance bill but was immediately called to order by the Minister of Ecological Transition of the era, Christophe Béchu. With the Barnier government, where the new Minister of Housing Valérie Létard, a former senator who is very advanced on the subject, sits, pragmatism seems to have won the day. What is welcomed by Capital Loïc Cantin, president of Fnaim. “The simplification of the DPE should not call into question the fight against energy sieves,” however, warns Lionel Causse, deputy for Landes (Together for the Republic) and president of the National Housing Council.
