What is the RSA?

A minimum income

A minimum income to live and reintegrate: this is the objective of the RSA since its creation in 2009. This social minimum replaced the minimum integration income (RMI) and the isolated parent allowance (API). The sum paid to the beneficiaries is funded by the departments, who find themselves faced with increasing spending due to the increase in the number of beneficiaries.

Main instrument to combat poverty in France

The main instrument for combating poverty, the RSA is aimed at poor people whose resources are low. It constitutes the first device in terms of enrollment and expenses of allowance for social minima. According to the latest report from the Court of Auditors dating from 2022, the active solidarity income represents an annual expenditure of 15 billion euros.

How many people affect active solidarity income in France?

According to figures from the Directorate of Research, Studies, Evaluation and Statistics (DREES), published in December 2023, we counted at the end of 2022 2.1 million RSA beneficiaries. The study notes that the higher the seniority in the RSA, the more the person perceives it. Thus, one in five beneficiary remains the following ten years in the service.

Who are the RSA beneficiaries?

Nationality conditions

To benefit from the RSA, it is necessary:

• reside in France stable (at least nine months in the year),
• Having French nationality or being a citizen of the European Economic Area or being Swiss or being a foreign national with a valid residence permit for minimum for five years.

Age conditions

RSA applicants must be agedat least 25 yearss. There is no maximum age limit to touch it. However, from the legal minimum retirement age, other services can be awarded. Pregnant women and people with a dependent child are not subject to this age condition. Regarding young people aged 16 to 24, they can benefit from a Active young RSA under certain conditions. For example, they must have carried out a professional activity for at least two years full -time in the three years preceding the request for RSA.

Resource conditions

Foyer resources must be less than an amount calculated according to the composition of it. The administration takes into account the monthly average of the resources received (income, unemployment benefits, housing aid, certain family services, etc.) during the three months preceding the request. If the user affects housing assistance, he is hosted for free or owns, a lump sum is added to his resources. It is determined according to the composition of the home.

There is therefore no “resource ceiling” fixed not to exceed, because the right to RSA is determined by subtracting the household resources from a lump sum corresponding to the composition of the household.

To find out quickly if you are eligible for the RSA, make a simulation in five minutes on the CAF site. You can connect there using your social security number or via FranceConnect. You will need to provide the following information:

How to touch the RSA?

Check your eligibility

The first approach is to check if you can claim RSA on the site of family allowances or that of agricultural social mutuality for people under this regime. If this simulation is positive, you will have to fill out online a request form, to be sent to one of the following organizations: CAF or MSA, your Communal Social Action Center (CCAS), Department services, or Another association approved by it. It is also possible to fill out your file on site.

Make your RSA request on the CAF website

The CAF site allows you to make your request directly online. It takes an average of 20 minutes. It will be necessary to provide the following documents:

• last tax notice,
• bank details,
• pregnancy declaration,
• Photocopy of the Recto-Verso identity card,
• amount of resources for the last three months of home people.

What is the amount of the RSA currently in 2025?

Amount from April 2024 to March 2025

The lump sum of the RSA to which you are entitled is determined according to the composition of your home (couple, alone, with child or not). On April 1, 2024, the RSA increased from 607.75 to 635.71 euros per month For a single person. This sum will remain the same Until March 31, 2025. It will be reduced if you receive income, housing assistance or certain family services.

Finally, note that the sum paid is awarded as long as your income is less than the lump sum of RSA. You will have to declare your resources every quarter (via the Internet or by mail). Of course, any change in your professional or family situation must be reported without delay. Here are the flat -rate amounts according to the composition of the home.

Note : A couple will not perceive twice the amount of the RSA allocated to a single person, since CAF considers that the two members of the household share the charges.

RSA amount for an isolated parent

Monoparental families, pregnant women or with at least one dependent child, can benefit from an amount increased by the RSA.

How to calculate the amount of the RSA?

The CAF site makes it possible to calculate the amount of the allowance to which you are entitled. Once you have carried out the RSA simulation, an allowance amount is given as an indication. However, you will only know the exact amount of your allowance after examining your request.

How is the RSA upgraded?

The amount of the RSA is revalued each year on April 1. Depending on many factors, it may experience an increase several times a year. For example, in April 2024, the RSA increased 4.6% compared to April 2023.

What reduction or increase in RSA?

The amount of the RSA can be reduced if the person affects housing aid or if they have no housing load. Depending on the situation, the sum of the RSA will be reduced as follows in 2025:

• 76.29 euros for a single person
• 152.57 euros for two people
• 188.81 euros for three or more people

The lump sum of the RSA can also be “increased” (that is to say increased) in certain cases. It concerns, under certain conditions, isolated people (single, widowed or separate) assuming the burden of at least one child born or to be born.

When does the payment of the RSA intervene?

The RSA is paid from the first day of the month during which the request was made. It is then paid monthly (generally the 5th of the month) as long as the beneficiary’s situation respects the award conditions. Here is the 2025 payment calendar:

What are the consequences of the RSA reform?

Experiments within the framework of the full employment law

The RSA reform is part of the law of December 18, 2023 for full employment. To this end, experiments on the support methods of RSA beneficiaries have taken place since 2023 in 18 departments (Ile-et-Vilaine, Loire-Atlantique, Vosges …) and, since March 2024, in 29 additional departments (Alpes-Maritimes, Alsace, Manche …).

These experiments consisted mainly to condition the payment of the RSA to the realization of at least 15 hours of activity allowing to reorient themselves towards employment (training, internship, immersion in business, workshop to carry out a personalized assessment, etc.) . A weekly duration that could be reduced in certain exceptional cases (handicap, disability, isolated parent, caregiver, etc.). These experiments have given rise to the implementation of a compulsory registration at France Work in the event of an RSA request.

Registration of all beneficiaries in France work (ex-Pôle Emploi) in 2025

Since January 1, 2025, anyone (plaintiff and spouse) has been automatically and necessarily registered with France Work at their RSA request. The applicant must complete an online questionnaire on the France Work website. He relates to his professional experiences and must make it possible to orient him towards the referent organization (France work, departmental council, local mission …) likely to support him as best as possible in his job search. He will then perform a personalized assessment and will sign a commitment contract with the organization.

What does the signature of the commitment contract involve?

Conditions related to the commitment contract

In this context, RSA beneficiaries carry out 15 to 20 hours of activity per week. They can take the form:

• of a business immersion to refine his professional project
• obtaining a driving license
• carrying out rights access to rights
• Participation in activities in the associative sector

Sanctions in the event of non-compliance

The president of the Departmental Council may decide the suspension, in whole or in part and for a duration which it fixes, of the payment of the RSA when, without legitimate reason, the beneficiary refuses to draw up or sign the contract of commitment or does not respect not all or part of the obligations set out in this contract.

What is the support program for professional integration?

The RSA beneficiaries who have the capacity to work and whose resources are less than 500 euros per month were oriented towards France work or an investment organization, such as a job house. They were accompanied by a single referent or a professional integration advisor to develop their personalized access to employment project (PPAE). He took into account the training followed, the know-how and know-how of the person looking for a job. Since January 1, 2025, this system has been replaced by the commitment contract.
