Do your income allow you to benefit from social housing? Resource ceilings not to be exceeded to be eligible for obtaining a HLM accommodation were published in the Official Journal. They were thus enhanced by 2.47% at the start of the year, which corresponds to the increase in the reference index of rents (IRL) between the third quarter of 2023 and the third quarter of 2024. Note that it is the annual tax income of reference (RFR) of year N-2 which is taken into account for requests for social housing. For a request for housing made in 2025, these are the reference tax income of 2023, registered on the tax notice of 2024.
As a reminder, the resource ceilings not to be exceeded vary depending on the type of social housing you want to obtain. Our first table concerns more accommodation, which are funded by the rental loan for social use. It corresponds to moderate rent homes. Plai housing, funded by the helped integration rental loan, correspond to the apartments allocated to tenants in great precariousness. Note that a cleaning made up of one or more people with disabilities benefits from an upgrade in the higher household category. For example, a couple, one of the members of which is with disabilities enters category 3 and not in category 2.
6 years of waiting on average to obtain an HLM
To find out if you are eligible for social housing, you can use the Simulator available on the tax administration website. You should first indicate the postal code of the town where you wish to obtain social housing. Then, you will be invited to inform the number of people to be accommodated to find out the amount of income which allows access to social housing in this town.
If you wish to apply for social housing, you can submit an online file on the tax administration website. You also have the option of submitting a form in a counter near your home. The list and location of counters is available on this same site. It is strongly advised to provide a complete file, comprising all the necessary and updated supporting documents, in order to avoid delays in treatment. On the other hand, however, it will be necessary to arm yourself with patience since you must now count Between 6 to 7 years on average to be awarded social housing in France. A figure that even rises up to 10 years in Ile-de-France.
