This is a hard blow for the owners of the most energy-intensive homes. Since January 1, 2025, all properties rated G in the energy performance diagnosis (DPE) have been excluded from the rental stock. More specifically, this rental ban applies to leases signed from the beginning of 2025 and during the renewal of rental contracts. Faced with the progressive ban on the rental of energy-intensive housing, a growing number of owners are choosing to sell their property, rather than engaging in renovation work considered complex and costly. This is the main lesson from a study carried out by the PAP site, specialized in real estate advertisements, which we are revealing exclusively.
According to the results of the survey, which is based on the responses of more than a thousand people, 36% of owners who own housing rated G in the DPE, i.e. the most energy-intensive properties, do not plan to carry out renovation work despite the ban on renting their accommodation. 17.5% of them even say they prefer to sell their home, rather than carry out work! “If the majority of them recognize the importance of the ecological transition, many feel mistreated by a timetable that is too restricted, unrealistic, and which does not take into account the constraints and practical difficulties of renovation”explains Corinne Joly, president of PAP. Note that almost half of the owners surveyed (46%) still say they are considering carrying out work to renovate their thermal strainer.
Complex renovation aid
As a reminder, it will be the turn of housing classified F in the DPE to be prohibited from renting from 2028, then E in 2034. These deadlines impose an unprecedented pace of renovation on owners. Indeed, to remove all housing from the status of energy sieves, at least one million housing units would have to be renovated each year. A figure that seems difficult to achieve since currently, only 200,000 overall renovations, that is to say large-scale, including more than one work, are carried out each year. The task therefore promises to be immense, especially since no less than 600,000 housing units rated G in the DPE were recorded in 2024 in France.

The study also reveals that there are still many obstacles to renovation for owners. First of all, the method of calculating the DPE remains a source of uncertainty for 36% of the owners surveyed. The latter prefer to wait for possible changes to the method of calculating the DPE which could improve the classification of their property without costly work. In addition, renovation aid, although numerous (MaPrimeRénov’ energy saving certificates, local aid), is often perceived as not very accessible due to its complexity. Many owners are unaware, for example, that they are not necessarily conditioned on income criteria. “Embarking on energy renovation work requires confidence, clarity and visibility, in addition to fairly substantial cash flowcontinues Corinne Jolly.
