Who is entitled to social housing assistance (ASH)?
An elderly or disabled person housed in an EHPAD or retirement home
Social assistance for accommodation is intended to cover the difference between the contribution of an elderly person or an aging disabled person and the cost of their accommodation in a specialized structure. This may be an EHPAD, a retirement home or a long-term care unit (USLD).
An elderly person housed with family caregivers
A person staying with approved family hosts can also benefit from it. The Departmental Council pays this aid and sets its conditions of allocation.
Please note: the ASH should not be confused with the personalized autonomy allowance (APA) which partially covers the dependency rate of an establishment. Or with the personalized housing allowance (APL), distributed in order to reduce the amount of the accommodation rate.
What are the conditions for benefiting from social assistance for accommodation?
Conditions for elderly people with modest resources
Social housing assistance (ASH) is intended for elderly people who can no longer live alone and who have limited resources. It is awarded under certain conditions:
- be over 65 years old (over 60 years old for a person recognized as unfit for work),
- reside in France regularly (uninterruptedly for more than 3 months) or have a valid residence permit,
- be accommodated in an establishment with places reserved for aid beneficiaries,
- have resources lower than the amount of accommodation costs.
Conditions for disabled people
To benefit from ASH for people with disabilities, the person must meet one of the following two conditions:
- Have a disability rate of at least 80% recognized before the age of 65.
- Have been received in an establishment or accompanied by a service for disabled adults before having been received in an establishment for the elderly (for example in a non-medical reception establishment, a specialized reception center or a support service to social life).
This condition is not met if the person worked in an ESAT (work support establishment and service) or was hosted in an IME (medical-educational institute), without benefiting from support from other establishments. or services for people with disabilities.

How to complete your social assistance application for accommodation?
Collect the application file from the CCAS or the town hall
Social assistance for accommodation makes it possible to cover all or part of the costs linked to housing an elderly person in an establishment. To collect an ASH application file, you must go to the town hall or the municipal social action center (CCAS) of the municipality where the elderly person resides. It is advisable to apply for ASH at the same time as the establishment admission procedures. The award decision is notified to the beneficiary or, where applicable, to his legal representative.
Provide supporting documents
The file must be accompanied by the following supporting documents:
- Identity document
- Proof of address
- The list of maintenance obligations of the elderly person, according to what appears in the family record book
- Tax notice for the elderly person and the person with whom they live as a couple
- Proof of pensions or salaries for the last 3 months, of the elderly person and the person with whom they live as a couple, and those of their dependents
- The list of his maintenance obligations, according to what appears in his family record book (his children, grandchildren, sons-in-law or daughters-in-law)
Appeal to the department’s services in the event of refusal
If the request is refused, an appeal can be made to the department’s services. They have two months to respond after receiving the letter. If the request is refused again, another appeal can be filed with the Administrative Court.

How is the ASH amount calculated?
Income taken into account in the calculation
The department’s services set the amount of the ASH according to the elderly person’s resources, including real estate. Included in the calculation:
- the income of the elderly person,
- the income of one’s spouse, civil partnership partner or cohabiting partner
- the income of the applicant’s dependents (children, grandchildren, etc.).
Excluded from the calculation:
- the fighter’s retirement,
- pensions attached to honorary distinctions (Legion of Honor),
Minimum amount remaining for the elderly person
The elderly person benefiting from ASH must pay 90% of their income (including housing allowance) to the establishment. She can dispose of the remaining 10% as she wishes. This sum must represent at least 121 euros per month in 2024. Likewise, if the person with whom the beneficiary lives as a couple remains at home, a minimum amount of 1,012.02 euros per month is necessarily left to him to live.

How can I receive ASH while staying with a family host?
Sign a reception contract
Family foster care allows an elderly and/or disabled person, for remuneration, to be welcomed into the home of a family foster carer after signing a welcoming contract setting out all the conditions of the accommodation. To receive ASH, you must meet the same conditions of age, nationality and resources and reside with a host approved by the department. The request must be made within two months of signing the contract.
The department’s services determine the amount left at the disposal of the elderly person. It must include:
- a sum of a minimum of 121 euros per month,
- social contributions due to Urssaf for the remuneration of the family caregiver,
- enough to pay the civil liability insurance premium for the elderly person (compulsory) as well as clothing and mutual insurance costs.
Fill out the form from the municipal social action center
To collect an ASH application file, you must go to the town hall or the municipal social action center (CCAS) of the municipality where the elderly person resides. Response times and appeals are the same as in the case of accommodation in an establishment (see above).
Do the heirs have to repay social housing assistance?
Whether it is an ASH in collective accommodation or with a host, the financial assistance paid by the department is recoverable during the lifetime and upon the death of the elderly person. The department can recover these amounts:
- on the estate of the elderly person,
- during the lifetime of the recipient if their financial situation improves (for example, in the event of inheritance),
- on donation made by the elderly person in the 10 years preceding the request for ASH or after it.
To note : the recovery is not enforceable on the share which belongs to certain of the heirs of the person with a disability.
