A ministerial decree modifies the list of supporting documents required to request or renew personalized housing assistance. Here are the changes you absolutely need to know if you are affected.

You are one of the 5.8 million beneficiary households personalized housing assistance (PLA), which allows you to reduce the amount of your rent, and you are getting ready to move? In this case, a significant administrative change awaits you. You will need to deposit with your Caisse d’family allowances (Caf) a new APL application for the new accommodation of which you are a tenant. You know this a priori. What changes is the list of supporting documents that you must provide to Caf, in support of your APL request.
A change occurred with the publication of a arrested ministerial in the Official Journal of November 16, 2024. This text applies to both first APL requests and renewal requests made from November 17. It replaces the text previously in force, namely thedecree of August 22, 1986, “become obsolete due to the automatic recovery, by the Caf, of certain information already declared by applicants or beneficiaries to other administrations”explains the decree.

A more restricted list of supporting documents
Here is the new list of supporting documents that you must produce when applying for APL:
- A statement of the people usually living in your household. The resources taken into account for the calculation of the APL are in fact those enjoyed by the applicant, their spouse and other people usually living with them;
- a double-sided photocopy of your identity card or passport;
- The amount of your assets if its value exceeds 30,000 euros;
- A certificate from your lessor justifying the allocation (for residential use), the surface area, the decency of the accommodation, in particular on the basis of the energy performance diagnosis, and including the amount of the rent;
- A bank identity statement.
As a reminder, APLs were revalued by 3.26% on October 1, 2024, based on the evolution of the rent reference index. For example, an APL of 175 euros increased to 180.70 euros. And the APL could increase further next year if the final text of the finance bill for 2025, currently being examined by Parliament, keeps the revaluation of 5 euros per month recently adopted by the finance committee of the National Assembly, in order to fill the gap “iniquitous” set up at the dawn of Emmanuel Macron’s first presidential term in 2017.
