From April 1, 2025, transfer duties for consideration (DMTO), more commonly known as notary fees, will increase by 0.5 points for real estate transactions carried out in the capital. This increase was expected since the Paris Council, led by the socialist Anne Hidalgo, voted on Tuesday February 11 in favor of the increase in the DMTO ceiling of 0.5 points, as allows the 2025 finance law, now promulgated in the Official Journal. Note that this measure does not concern first-time buyers.
As a reminder, the DMTOs, which are due by any real estate buyer, represent 7 to 8% of the purchase price in the old and 2 to 3% in the new. Composed of two taxes – the departmental tax on land advertising and the municipal tax on registration rights -, the DMTOs are perceived mainly by local authorities, such as departments and municipalities. Since the promulgation of the 2025 budget, each department has had the possibility of increasing the notary fees at most 0.5% of the purchase price of a property.
An additional cost of 1,500 euros for a property worth 300,000 euros
