Each year, no less than four million of Energy performance diagnostics (DPE) are made in France, in particular, real estate sales, this document being compulsory in such cases. A figure given by the Minister of Housing, Valérie Létard, in the morning of TF1 this Wednesday, March 19. Of these four million DPEs, 70,000 are diagnoses of conveniencewhich note for example the accommodation E instead of G in order to allow its owner to continue to rent it. The housing classified G are indeed prohibited from renting since January 1, 2025. A prohibition which will apply to notes F in 2028 then to E in 2034.
In view of the cost of the DPE, which oscillates Between 150 and 250 eurosand “Its importance in the value of real estate, this figure of 70,000 is not acceptable”decrees Valérie Létard. The minister therefore announces a plan to fight against DPE fraud. A blacklist of indelicate diagnosticians already exists, with 500 people have taken off since mid-2012, that is to say forbidden to exercise for six months. This duration will be brought to two years.

Four times more controls
Moreover, 10,000 diagnosticians will be controlled each year, four times more than today. Controls that will be carried out using artificial intelligence, via a QR code which, once downloaded on the website of the energy transition agency (ADEME), will make it possible to check the quality of the DPEs carried out by each diagnostician. In particular the time spent to realize it, which should not be less than 45 minutes. The QR Code will also allow property owners to verify that the diagnostician is not radiated. The DPEs will also be the subject of a QR code, which you can download from the ADEME website to verify that it has been carried out in the rules of the art.
The Minister of Housing is also preparing to launch a parliamentary information mission to judge the usefulness of implementing a Real estate diagnostician orderas there is an order of doctors, for example. Finally, the training, in particular initial, of diagnosticians will be reinforced.
