What is the complementary solidarity health (C2S)?
Complementary health that replaced CMU-C and ACS
The complementary solidarity health (C2S) has replaced, since November 1, 2019, complementary universal health coverage (CMU-C) and complementary health assistance (ACS). His goal is toImprove access to health care For a maximum of beneficiaries among people with modest incomes. What services for beneficiaries?
Exempt from the advance of fees and costs at the doctor and in the hospital
As part of the complementary solidarity health, medical and health expenses are covered by the compulsory health insurance plan and by the organization chosen to manage the complementary solidarity health. The beneficiaries of the C2S are exempt from putting forward fees and costs (full third parties) at:
- doctors,
- dentists,
- radiologists,
- Health auxiliaries (nursing, physiotherapist, etc.),
- at the hospital (reimbursement of the daily package).
You just have to present your vital card up to date to the doctor, the pharmacist, the medical analysis laboratory, the hospital, or any other agreed health professional.
Note : The doctor cannot request an exceeding fees, except if the patient beneficiary of the complementary solidarity health at specific requests such as unjustified home visits.
Not in advance for medicines, medical devices, prostheses and glasses
Beneficiaries do not pay medication in pharmacies or medical devices (rods, wheelchairs, dressings, orthotics, etc.). They also have free access to most glasses, dental and hearing prostheses.
In addition to financial aid, C2S beneficiaries can, depending on the region, obtain discounts on train tickets.

Who has the right to benefit from the C2S?
To beneficiaries of RSA, ASI, AAH and ASS
Like the old CMU-C, the C2S is automatically assigned to the beneficiaries of the RSA and their beneficiaries. Since July 1, 2024people affecting the additional invalidity allowance (ASI) can also benefit from it. In addition, the social security financing law for 2024 provides for a simplified allocation and an automatic renewal of the complementary solidarity health for some of those receiving:
People with modest income
Persons can also benefit from modest incomes who do not exceed the ceilings in force. The complementary solidarity health is assigned either:
- without any contributionthe beneficiary therefore has no contributions to pay.
- in return for a minimal contribution (one euro per day per person maximum) which depends on the age of each person covered in the home and whose amount is generally lower than the prices charged by private additional organizations.

What are the conditions to benefit from complementary solidarity health?

How is the contributory part requested from the beneficiaries who do not have total free people?
Monthly amount of contributory as a function of age
Beneficiaries whose resources exceed the ceiling must pay a monthly contribution. This is calculated so as not to exceed a maximum sum of one euro per day and per person. The amount is calculated in relation to the age of each member making up the home, taken into account on January 1 of the year of opening of the C2S, according to the table below:

- Retired couple: 71 years for the husband and 68 years for the wife = 30 euros (husband + 70 years) + 25 euros (wife between 60 and 69 years old) = 55 euros per month for the couple.
How to apply for complementary solidarity health?

Before sending or depositing everything with your health insurance fund, join the requested supporting documents:
- tax notice;
- property tax notice;
- local housing tax notice;
- Proof of a tax and social situation of the country concerned if you live abroad during the last 12 months;
- If you ask for the RSA, the certificate of presumed resources is needed lower than the lump sum of the RSA.
The health insurance organization has two months at the latest to give its decision. Unanswered, the request is considered accepted.
Renewal
