What if Marseille and Paris had more in common than it seems? The Marseille city has followed suit in the capital on its short -term rental policy. In a statement dated February 17, the town hall of the socialist Benoît Payan announced that he limited the number of days available for rental of the main residences In tourist furnished. “”I have always said that in Marseille, we will have the strictest and strongest regulations in France to fight against tourism furnishingsReminds the elected official in the press release. Clément Eulry, Director General France and Belgium of Airbnb, has, in a press release, judged that this measure “Will not solve the tension of housing” and “penalizes families that rely on this income to improve their purchasing power, and local businesses for whom tourism is essential”.
To supervise these short -term tourist rentals – Airbnb type Or Abritel -, Marseille reduced the night ceiling for the main tourist furnished residences, reducing it by a quarter, from 120 to 90 days a year. The owners of the Marseille city who would exceed this quota are exposed to a fine of 15,000 euros. The question of a reduction in the number of overnight stays authorized is also under discussion in the city of Avignon for January 2026. These announcements are not trivial and are part of a context of tension on the real estate market. The legislator even took the problem. Faced with the shortage of housing, the “Anti-AIRBNB” law, promulgated on November 20, 2024, encourages donors to favor long-term rental at the expense of tourist furnishings.

These cities that tighten the regulation of tourist furnishings
Since 2025, all municipalities can limit the maximum duration to 90 days per year during which the main residences can be rented to tourists. The Paris Council did not wait a long time and lowered, in January, the rental ceiling for main residences from 120 to 90 nights per year. The objective: to recover thousands of housing for the traditional rental market and limit fraud. As a reminder, the legislation already supervises these practices: a main residence cannot be rented on Airbnb or another short -term rental platform more than four months per year. A main residence to be occupied by its owner or tenant for at least eight months.
Annecya city very popular with tourists, decided to go even further. As reported France 3 Auvergne-Rhône-Alpes, As of June, a maximum quota of 2,660 furnished dwellings will be applied, according to a measure adopted by the municipal council. In addition, rental authorizations will only be valid for four years and limited to a single natural or legal person. A way for the municipality to contain the boom in seasonal rentals that reduce the offer for residents. A measure to which Clément Eulry adheres, who indicates that the Airbnb platform “supports the implementation of proportionate and targeted rules, like the quotas per district set up in Annecy».
With the new Airbnb law, will rentals cost more in 2025?
The establishment of quotas in the face of the shortage of housing
The recent law called “Anti-AIRBNB” offers mayors tools to better regulate these temporary rentals. Christian Estrosi, mayor of Nice (Horizons), welcomed the new provisions adopted by Parliament. The elected official declared last November on the program of France 3 Côte d’Azur Sunday : “I am delighted that parliament has made very good measures that help the mayors, who like me, are determined to lower at least 50% (The supply of airbnb rentals, editor’s note) ”.
Other cities like Saint-Malo have also won their showdown against private owners. Faced with the scarcity of housing for residents and the rise in prices, the corsair city has set up a quota system. The Breton town hall has established four geographic areas. In the historic center, only 12.5% of housing can be set up short -term furnished rental. The Ile de Ré also intends to set a “ceiling” for tourist furnishings from June 1, 2025.
