Beneficiary of thepersonalized housing assistance (APL), you have just moved into a new home. “Will I immediately receive my personalized housing allowance?»you ask yourself. The answer is “No.” The month of move-in being considered as a period of deficiencythe payment of your APL will only take place on the first day of the month following the submission of your request. Therefore, even if you made your request immediately after moving into your new accommodation, your rights will not begin until the following month. An exception to this rule, however, exists for students who move into the same accommodation as the previous year.
“This month of deficiency seems particularly unfairsince installation in a home can be very expensive, particularly when there is a need to furnish”judge the senators of the communist, republican, citizen, ecologist-Kanaky group, in an amendment to the finance bill for 2025, adopted by the upper house of Parliament in public session Tuesday January 21. The Senate adopted another amendment aimed at “look back at some of the savings made on APL by the government, by increasing by 250 million euros housing aid credits to eliminate the one-month waiting period for this right.” The senators behind this second amendment believe that“it would be perfectly justified, as part of a simplification and modernization of the system and for greater fairness, to remove a measure that is a source of incomprehension and anger for low-income households moving into new housing .”

The senators also rejected a government amendment which reduced by 540 million euros program 109 “Housing assistance” of the PLF 2025 in order to achieve the public deficit target of 5.4% of GDP in 2025 set by the Prime Minister. “The budget takes into account the budgetary context (of public finances), it calibrates the needs of the APL as closely as possible.
