Booklet A: Will your withdrawals be limited from May 1?

Alarming rumors on alleged new restrictions on the A Livret A circulate on the Internet. Do not worry: this information is false. Here is what it is really withdrawal rules.

Do not panic if you met one of these titles in your topical sons: “Booklet A: As of April 29, 2025, the banks will have to freeze any account exceeding € 21 without proof of income”, “Booklet A: the new rule on cash withdrawals applies from May 1” … These are indeed artificial artificials and which convey false information. However, they managed to find themselves in a good position in the “News” section of the Google search engine (“Google News”), this Thursday, April 24, in order to attract clicks on a subject that could not be more concerned, because 57 million French people hold a booklet A, according to the latest report from the Banque de France on regulated savings.

No withdrawal ceiling on a booklet A, but a minimum of 10 euros

A data also taken up by the second article mentioned, published on the site laplasturgy.fr, which evokes these “55 million booklets A” which must prepare for a “Updating in (their) daily management”. Indeed, according to this article, withdrawals on a booklet A would be limited to 500 euros from May 1, 2025. To remove more, proof would be necessary, except for certain categories of the population (seniors, residents in rural areas), or cases (“Emergencies validated by an official document”).

Fortunately, it is not. No decree has appeared in the Official Journal to discuss a change in withdrawal rules from May 1. As it stands, it is the Monetary and Financial Code that continues to be faithful. Regarding withdrawals, the latter only specifies, in article R221-3, that they cannot “have the effect of rendering the debtor account ”and that the “Minimum amount of individual withdrawal or cash deposit operations on a booklet A is set at 10 euros”. In other words, it is not possible to be “uncovered” on your booklet A, and you cannot deposit there or withdraw less than 10 euros. Luckily, the site mentioned specifies, in its “Warning” section: “We do not guarantee the completeness, accuracy, reliability or availability of information.” This is reassuring!
