Good news for owners of homes with poor ratings on the energy performance diagnosis (DPE). The deputies voted, Monday, November 17, three identical amendments (Ecologist and Social, Together for the Republic and Republican Right) to the finance bill (PLF) for 2026 in order to prolong the doubling of the land deficit. The elected representatives of the lower house voted very largely, 119 votes against 3, in favor of maintaining the ceiling of 21,400 euros – against 10,700 euros in the general case – of the land deficit for owners who carry out energy renovation work, “as soon as the accommodation moves from an energy class E, F or G, to an energy performance class A, B, C or D”. While it was to be lowered to 10,700 euros from December 31, 2025, the maximum land deficit attributable to overall income (property income, salaries, retirement pensions, etc.) will be on December 31, 2027.
Additional time to exit thermal sieve status
This date owes nothing to chance since the famous energy strainers, noted F and G on the DPEmust be gradually banned from rental according to a specific timetable. Since January 1, 2025, housing classified G is considered not decent and cannot therefore be rented, which will be the case for F housing on January 1, 2028, before E housing on January 1, 2034. However, as explained by the deputy for Haute-Loire Jean-Pierre Vigier (Republican Right) in the Hemicycle, “the rules to benefit from it (from the land deficit, editor’s note) were only detailed in September 2025. The owners therefore did not have time to carry out the corresponding work and benefit from this system. Extending it would give them more time, particularly to renovate energy class F and G housing.”.
“Changing the energy class of the buildings concerned from E, F or G to A, B, C or D cannot be done in one day”supported the rapporteur of the finance committee, Philippe Juvin (Republican Right), giving a favorable opinion to the measure, while the Minister of Public Accounts Amélie de Montchalin relied on the wisdom of the National Assembly. A Hemicycle which is therefore massively committed to maintaining the ceiling of land deficit at 21,400 euros for the renovation work.
