If the meaning of the HLM acronym is widely known, which has a precise idea of ​​the prices of these “moderate rent homes»? The National Agency for the Control of Social Housing Organizations (ANCOLS) details them in a study published this Tuesday, September 2. According to the gendarme in the sector, the average rent excluding the charges of social housing amounts to 425 euros per month. An average that masks major disparities depending on the geographic areas and the typologies of housing.

In the most relaxed areas, that is to say where the demand and the housing supply are balanced, even where the supply is excess, the rent of a studio is less than 250 euros monthly (see infographic). On the other hand, it exceeds 700 euros For a five rooms located in a tense area, where the demand for housing is much higher than the supply.

HLM rents twice lower than private

While the median rent in the Metropolis of Greater Paris is 7.50 euros per square meter in the social park, it reaches almost 20 euros per square meter in the private rental park. Either Almost three times more ! In Bordeaux, the median rent in the social park is 6.80 euros, against 12.30 in the private park. Figures which stand at 7 euros and 14.60 euros respectively in Nice, 6.30 and 11.70 euros in Lille or 6.70 and 12.30 euros in Lyon respectively. “In large metropolises, the median rent report between social park and private rental fleet is around 2”summarizes the ancols.

Average classes in the social park

Undoubtedly, “The reduced rents of social housing gives a monetary advantage to those who live there ”she admits. An advantage “More important in tense territories than in relaxed territories”. And for good reason: the tenants of the social park have an average annual income of only 17,200 euros, against 22,000 euros for the tenants of the private park, according to the study. A little over a third (34%) of them live even below the poverty line, compared to 22% of the tenants of the private park.

The social park is nevertheless also welcoming the middle classes: 14% of households belonging to the 5th decile of income and 11% of households in the 6th decile, namely the two median deciles, live in the social park. No less than 83% of private park tenants are also eligible for the social park. But with almost 3 million French Waiting for social housing, for only 384,000 powers in 2024, obtaining an HLM is the obstacle course.
