Prime Minister,

At the request of the President of the Republic, who has just appointed you following the resignation of François Bayrou, you consult the political parties and the unions, the living forces of the nation, before constituting your government team and defining the major budget options for 2026. For the accommodationnow identified by all decision -makers as one of the keys to the country, the Minister’s choice will not suffer from error : the offer everywhere in the territories is insufficientwhether we turn to the private rental, the HLM or the accession to free or helped property. Households feel it painfully, and among them the most fragile, students, young workers in mobility such as seniors.

What does the accommodation need? Stability and visibility, on the basis of a fair analysis and effective prescription. The resigning minister Valérie Létard made a lucid diagnosis and found the best remedies. In the budgetary order, did so without derogating from the imperative that housing contributes to the reduction of the public deficit, but by safeguarding the essential. The budget for 2025 included strong measures such as a zero -rate loan Returning powerful, the exemption from donation rights for the purchase of new housing or has the energy renovation of existing housing, an envelope for Maprimerenov at a height or the reduction of the puncture on social landlords under the reduction of the solidarity rent.

A fertile method

On civilian subjects, the Minister has worked a lot, with precious legal and regulatory provisions: the law on degraded condominiums, the extension of building permits not yet used but also the definition of Syndic of collective interest or training obligations for negotiators and real estate managers. It will have been the first to this function to take a demanding look at the cardinal profession of real estate diagnostician. His record in a few months is considerable. It is also because her method is fertile: Valérie Létard gave the intermediate bodies the major role to enlighten her policy and be the relays of his implementation.

The minister, her cabinet and her services have also opened essential sites which must be carried out. Among all, the construction of Tax status of the residential real estate investorcondition for the resumption of production activities of collective housing and the subscribing of the affordable rental offer. This project, inspired by numerous preparatory works of experts and by a parliamentary report, can only succeed with the Minister who built it.

A sector that the changes in pilots have only been too abused

The accommodation is a matter of duration. It does not accommodate the jerks imposed by incessant changes of the actors in charge of public policies. Households and professionals want visibility and serenity. In addition, the Minister of Housing, in return for the sincere consideration that it dedicates to the sector – Social to the private sector – enjoys in return for her respect, her esteem and her confidence. This relationship does not lead it, however neither to indulgence nor to compromise : Conversely, it authorized it to the greatest firmness without the actors feel despised. Finally, it embodies a political sensitivity that has given housing its most remarkable servants, since Eugène Claudius Petit -minister of reconstruction – because this humanist sensitivity incorporates social concern and economic responsibility, vital balance.

You have, Mr. Prime Minister, the freedom to entrust the accommodation you want. We do not doubt that you want this cause to be in the best hands. Often, finding the right person is the greatest difficulty and still remains the risk of disappointment: size and servitude of management. For accommodation, the solution is before your eyes. You have announced the rupture: it is not necessary here a solution of continuity, it would be detrimental to a sector that the changes of caps and pilots have only tricked too much.
