Not one, but two action plans to raise the finances of the state. This Tuesday, July 15, the Prime Minister successively presented the first, “Stop in debt”, and the second, “in front of production”. Some measures have particularly drawn attention, in particular the possible removal of two holidays : Easter Monday and May 8. According to a survey RTLpublished this Wednesday, July 16, almost 70 % of French people questioned are opposed to this proposal and 47 % even say they are “Completely opposite”.

“”White year», Long -term sick leave, retirees … The savings areas are multiple. The mountain to climb is high: a summit of almost 44 billion savings to be made in 2026. Among the proposals, François Bayrou also Announced the frost, at 2025, of the income tax scale applicable in 2026. As a reminder, the income tax scale is usually revalued each year, depending on inflation or the development of household income. This indexing prevents wage increases from resulting mechanically by an increase in taxation, via a shift in the upper slices of the scale, and therefore pay more taxes.

Still provisional measures

The measures announced by the Prime Minister are only guidelines. The finance bill (the Plf) which organizes the revenues and spending of the State for 2026 will be deposited in the National Assembly no later than the first Tuesday in October 2025. The parliamentary examination of the text will then follow over a period of almost three months, from October to mid-December. “All ideas will be examined”, warns the head of government.

Approximately 300,000 taxpayers should switch to taxation

After The French Observatory of Economic Conditions (OFCE)French Institute for Economic Research, “The total freezing of the income tax scale would bring back About 1.2 billion euros in 2026». Thus, the OFCE provides that the 15 million households “whose reference person is employed would see their disposable income amputated of around 70 euros (-0.2%) and the self-employed (2.4 million households in 2023) of the order of 100 euros (-0.2%) per unit of consumption both due to the frost of the income tax and income tax and income tax and income tax and income tax and income tax and income tax and income tax and income tax and income tax and income tax and income tax non-revaluation of social benefits».

But concretely, how will these savings be made? Well, some households that hit the tax until then will have to pay. “”This decision will bring into the tax of hundreds of thousands of people, today below the tax thresholds“, Explains the Parisian, Erwann Tison, director of studies at the Sapiens Institute, a liberal think tank.

A measure that should concern 300,000 households For Henri Sterdyniak, economist at Sciences-Po interviewed by the daily. “”For many, entry into the paid scale (11,498 euros) will be done for a few hundred euros. This small sum, taxed at 11 %, will therefore generate a modest tax, of the order of a few tens of euros ”, specifies the expert. For its part, the Institute of Public Policy (PPI) estimated last June that “The freeze for income tax scale introduces a certain progressiveness which reduces regressiveness induced by the freezing of social benefits».

This budgetary freezing will therefore concern households that did not pay income tax but also those at the limit from one slice to another. Thus, certain households for example with a taxable income below 29,315 euros, therefore with a tax rate of 11 % may be taxed at 30 % in the event of a salary increase, and non-evolution of the scales as provided by the Prime Minister. Also note that the mayor of Pau also wishes to request a “Particular effort to those who have the capacity to contribute more, either because they benefit from a certain number of tax advantages, or because their capacities would allow them to take a greater share of solidarity”. These measures should therefore focus on the wealthiest households.
