The Visale social tool aims to promote access to housing in private housing. Next to 1.9 million Visale guarantees were implemented in 10 years. And 350,000 households benefited from it in 2025. Since January 6, 2026, the rent ceilings have been increased and the system, supported by Action Logement, concerns a largest number of tenants. You cannot combine its benefits with another deposit or insurance mechanism.
But first, how does this work? free rental guarantee ? In its new version, only first three years of occupation are covered. It was during this period that the unpaid rent are most often observed. In the event of default by the tenant (rental deterioration or unpaid rent), Action Logement (AL) pays the sums due to the lessor, without deductible or waiting period. Then, the AL Group turns against the tenantwith which he establishes a schedule, adjustable taking into account his financial situation. Note that at the end of the 36 months rental deposit, the lessor may apply for another bond if the conditions remain met.
New guaranteed rent ceilings
From now on, a greater number of housing units are targeted throughout the territory. THE maximum amounts of covered rents are classified into three location categories and depending on the tenant’s profile. Here is the last breakdown:
– Île-de-France region: up to 1,940 euros guaranteed per month (1,000 euros for a student).
– Urban areas with more than 100,000 inhabitants, Corsica, overseas departments and regions, as well as Saint-Martin: up to 1,575 euros covered per month (840 euros for a student).
– All other municipalities: up to 1,365 euros guaranteed per month (680 euros for a student).
Let’s take an example. In Marseille, the monthly rent is guaranteed up to 1,575 euros for a tenant meeting the means criteria, compared to 840 euros for a student or work-study student. In the village of Chancelade (in Dordogne), this threshold is lowered to 1,365 euros and 680 euros respectively. When in doubt, a simulator is at your disposal.
Resource and seasonal levels
What are the conditions to be met by tenants? All the young people of under 30 years old are eligible, without means test. You have 31 years and over ? If you are an employee, the monthly income ceiling increases to 1,710 euros net (compared to 1,500 euros net per month previously). Concerning seasonal workers, access conditions are becoming more flexible; in particular, there is no longer any obligation for geographical mobility.
