Personalized housing assistance (APL) will be increased by an average of 3.26% starting next month. Recipients do not have to take any particular action.

This is good news for the 6.6 million households who benefit from personalized housing assistance (APL). The legal and administrative information department, an organization under the aegis of Matignon, announced Wednesday September 25 that APLs will be increased by 3.26% on average, on October 1, 2024. Recipients will thus see their housing assistance increase by several euros from next month, without any action being necessary. This revaluation of APL will thus be automatically applied to recipients by the family allowance fund (CAF), or the agricultural social mutuality (MSA), the two organizations responsible for paying housing assistance. The next APL payments are scheduled for Friday October 4, 2024.
As a reminder, APLs, which are allocated to the most modest households subject to means testing, are increased each year, on October 1st. This annual revaluation is indexed to the Rent Reference Index (IRL), of the second quarter of 2024. This index, which is developed by INSEE, is used to calculate the annual revision of the rent of accommodation that an owner can apply to his tenant. Published every quarter, the IRL is determined based on the evolution of consumer prices over the last twelve months, excluding rent and tobacco. As you will have understood, the higher the inflation, the more the IRL increases. Consequently, APLs are also revalued in the same proportions. Note that since the Covid crisis, the IRL was capped at 3.5% by the law relating to “emergency measures for the protection of purchasing power” of the August 16, 2022. The objective was to protect tenants from excessive rent increases during a period of galloping inflation. But with the slowdown in inflation, this temporary measure ended last summer, and the IRL is no longer capped.

Let us also point out that although APLs will be revalued on October 1st by +3.26% on average nationally, this does not mean that all recipients will see their aid increased in this proportion. For each beneficiary, the level of revaluation of the APL depends in particular on their city of residence, their family situation and their household resources. Remember to check your online account from Friday October 4 that the increase in your housing assistance has been taken into account and that the updated amount has been paid. If there is a problem updating the amount, you can contact the Caf in your department by telephone, or via messaging in your personal online space.
