You have undoubtedly heard of Marie-Claude, owner lessor in Nantes, who, at 73, has just started a hunger strike to raise awareness about his situation: not only his tenant no longer pays the rent but he forbids her access to the house she rents from him. Beyond the case of Marie-Claude, to whom he brings “his support”, the Minister of Housing, Vincent Jeanbrunintends to remedy “a blind spot” in the fight against squatting, he assures on Europe 1, this Thursday, October 30.
Certainly, the so-called “Kasbarian” lawnamed after one of Vincent Jeanbrun’s predecessors, or “anti-squat”, promulgated in 2023, allowed “a big step forward”recognizes the minister, the prefects can now evict in 72 hours a squatter who has illegally entered the accommodation. But, “when the squatter legally enters”for example through a lease or short-term rental, before refusing to leave the premises at the planned end, “you have to go through a judge, it takes timeand the winter break (which prohibits rental evictions between November 1 and March 31) applies”recalls the minister.

Extend the measures of the drug trafficking law
To remedy this “legal loophole»illustrated by the situation of Marie-Claude, and “protect owners”Vincent Jeanbrun intends to work on “a bill with parliamentarians and other members of the government”. No doubt the Ministers of the Interior and Justice, with whom he also plans to go beyond the provisions of the law “drug trafficking” relating to the eviction of tenants from social housing. Here again, the minister recognizes “advancement” permitted by this law promulgated in April, which “allows prefects to regain control when social landlords fail” to evict tenants guilty of drug trafficking.
But Vincent Jeanbrun wants to extend this new measure “beyond the subject of drug trafficking”citing “car theft and damage to equipment». “Social housing is national solidarity which offers a family, which cannot afford private housing, the opportunity to co-finance their housing. When you are a thug, I think you lose the right to this national solidarity”he argues.
