The inflation of rents finally slows down. The INSEE published this Tuesday, April 15, the Rental Reference Index (IRL) of the first quarter of 2025 on Tuesday, April 15. In mainland France, it is now 145.34, an increase of 1.40% compared to the IRL of the first quarter 2024. If the rents will continue to progress in the coming weeks, the tenants can finally blow since the increase had not been also moderate for more than three years.
As a reminder, the IRL, which is calculated each quarter by INSEE, is indexed to the evolution of prices excluding tobacco to consumption in the last 12 months. This index defines the percentage of maximum revaluation that the donors have the possibility of applying to the annual rents of their tenants, Excluding specific and exceptional situation. That is to say, owners will be able to increase rents by 1.40% maximum during the anniversary of the rental lease. Note that the application of the IRL is not automatic since it must be provided contractually in the rental lease.
A maximum increase of 10 euros for a T2
Paradoxically, this increase in rents contained at 1.40% is rather good news for tenants, since this increase is the lowest recorded since the third quarter of 2021, where the IRL had only increased by 0.83%. By way of comparison, in a period when inflation was still galloping, the government had decided in 2023 to cap the IRL at +3.5% maximum in order to protect the tenants from too high rent increases. Fortunately for the latter, with the slowdown in inflation, the increase in the IRL is now much more moderate, and the rent shield was not renewed in 2025.

To help you estimate the rent increases to come, here are some examples. According to the Locservice site, the average rent of a 24 -meter square studio in France amounts to 561 euros including charges. At most, donors will therefore be able to increase The rents of their tenants 1.40% during the second quarter of 2025. A Frenchman who initially pays 561 euros in rent and whose anniversary date of the lease comes between April and June 2025 will see his rent increase by maximum 7.85 euros. For a T2 of 42 square meters with an average rent of 758 euros, the maximum increase thus reaches 10.60 euros. Finally, for a house whose rent amounts to 1,080 euros, the donors will be able to apply in the second quarter of 2025 a maximum increase of 15.10 euros.
