What is the royalty for the removal of household waste (reom)?

Incentive fee: a tax on the garbage collection

Existing since January 1, 2019, the fee for the removal of household waste (REOM) is part of one of the two modes of collection of collection And the treatment of household waste in France with the TEOM (household waste removal tax), but is not fiscal.

Depending on the volume of waste

Reom is a tax that is calculated according to the size of the accommodation, the number of people in the accommodation, etc., but also Volume of waste treatedwhich implies that, if the volume of waste increases, the tax increases and vice versa. Its principle is therefore based on invoicing, in order to encourage homes to reduce and sort their waste more.

A fee managed by communities

Reomi is managed at the local level (Articles L2333-76 of the general code of local authorities). It is perceived by the community, the delegation of the deliberative assembly or the concessionaire of the service provided. Each community can define its own calculation and collection methods, depending on its needs and its waste management policy.

What is the REOMI (fee for removal of incentive household waste)?

REOMI is an evolution of REOM, integrating an incentive mechanism. She combines a fixed share (subscription to the service, which covers incompressible costs, such as the provision of bins, sorting points, administration) and a variable share who depends:

  • the number of tank lifes;
  • or the weight of residual waste collected;
  • sometimes also the volume of the container.

His goal: Encourage households to produce less residual waste and to sort better, because the bill drops when the trash cans are less full.

Who takes or set up Reom?

The household waste removal fee is established by the decision of the competent community in terms of household waste management. Depending on the territories, it can be:

  • of the town;
  • of an EPCI (public establishment for inter -municipal cooperation) as a community of communes, a community of agglomeration or a metropolis;
  • of a mixed union (when several communities mutualize competence).

What is REOM for?

Funding for waste treatment

REOM allows local authorities to finance the collection, transport and treatment services of household waste. It contributes to covering costs related to waste management, thus ensuring quality service for users. Unlike the Teom, the Reom is based on a user-paying logic.

Environmental objectives

By setting up a tax, the amount of which is calculated according to the waste produced by a home, the municipality encourages the user to reduce the quantity of waste produced and to consume responsible. It thus aims to achieve sustainable waste management objectives and promote recycling.

Tool of tax justice and equity

Reom also makes it possible to introduce a dimension of equity in financing public service. Frokers that produce little waste (for example single people) pay less than those who produce a lot. This prevents certain users from indirectly “pay” large waste producers.

Deployment of REOMI

More and more communities go from classic reom to incentive reom (REOMI), which combines a fixed share (minimal subscription to cover access to the service) and a variable share (linked to the weight, volume or number of bins lifting).

Who should pay the Reom household waste tax in 2025?

Reom household waste tax: for all tenants and owners

All households that generate household waste are concerned. In other words, all people, whether tenants or owners, benefiting from the household waste disposal service is obliged to pay the Reom as soon as it has been set up by the municipality.

Some professionals subject to the reom

Some companies that produce waste Assimilated to household waste can also be submitted to Reom. This generally concerns local shops, small offices and other establishments that do not have specific collection services for professional waste.

Public establishments also concerned

Schools, crèches, and other public establishments that produce household waste may be required to pay the reom, especially if they do not benefit not specific waste management to their status (for example, industrial establishments with separate waste management).

Who is exempt from the household garbage fee?

Users not served by collection

Only people using a waste collection service must pay for Reom. For the rest, it is advisable to Consult specific rules On the website (collection guides) of its local community to find out the exact conditions of exemption and reduction of the REOM, because they vary from one municipality to another.

Campsite, caravans and collective installations

For campsite, caravan areas, tourist residences, homes, retirement homes or other Installations for collective usethe fee is not individually paid by each occupant. It is due by the operator or the manager, which pays the reom on the basis of a package calculated by location, per unit of accommodation, etc.

Economic activities with their own private provider

Businesses, companies or establishments that choose to collect their waste by a private company Can be exempt from Reom, as soon as they do not use public service. In this case, they must often set a special fee (RS) if they produce waste assimilated to household waste.

Locally decided exemptions or discounts

Each community can also provide specific cases exemption or relief from REOM. Some municipalities apply for example a reduction for:

  • Secondary residences occupied very occasionally;
  • vacant housing;
  • households benefiting from low resources;
  • Users actively practicing individual or collective composting.

What is the difference between Teom and Reom?

Next to the TEOM (household waste removal tax) is the method of financing treatment and the most common waste collection. Be careful, Reom and Teom are not accumulated. Unlike the TEOM, which is seated on the cadastral rental value, the reom is based on the real use of service waste collection.

TEOM: a tax to pay by the owner

Teom is a local taxation, which is added to the property tax of properties. It is therefore paid by the owners and, in some cases, by the tenants, but it is calculated on the basis of half of the cadastral value of the property.

TEOM, the main financing of waste processing services

Teom is mainly used for Finance management fees Waste removal and treatment services, while REOM aims to encourage users to adopt responsible behavior in terms of waste management, promoting sorting and reduction of waste.

How is the reom household waste tax calculated?

The amount of the Reom includes a fixed part and a variable part.

Fixed share of the fee

The fixed share of the reom represents the Fixed service charges Treatment and collection of household waste (passage of the truck, unloading of waste, transport to the sorting center, operation of the sorting center, collection of bulky items, supplies of bins and sorting bags, access to recycling centers).

Variable part of the fee

The variable share, defined each year by deliberation, corresponds to Volume of waste produced by each household Calculated according to the volume of the housing bac determined according to the composition of the home. This is a crucial element of the calculation, because it directly reflects the amount of waste actually produced by each home.

Dark tank volume

The variable share is determined according to the volume of the tank used by each household for the collection of household waste. Local communities offer several sizes of bins (for example, 120 liters, 240 liters, etc.), allowing users to choose according to their needs and their production of waste.

Overall calculation of the reom

Each property is billed after taking into account the fixed part and the number of times the household waste bac is collected by the household waste collection service. Each bac is equipped with a chip to be identifiable, thus making it possible to establish the payment invoice for the incentive fee.

How to pay the reom tax?

An annual or half -yearly invoice

Most often, Reom is billed annually or semi -annuallyand users receive an invoice detailing the amount due, which includes the fixed share and the variable share of the fee. Communities define the billing dates, and the payment period is one month.

Payment methods

The incentive fee can be paid by uses via Different payment methodseither :

  • By secure payment in bank card, 24 hours a day, on online payment portal of the Ministry of Economy and Finance;
  • By check or RIB accompanied by your interbank payment title (TIP), sent under envelope to be freed, at the competent municipality or EPCI;
  • in cash, provided with the invoice, with the competent public finance center;
  • by direct debit, after request for affiliation to the service;
  • by bank transfer (bank details indicated on the back of the invoice).

Is Teom or Reom applied in Paris?

In Paris, neither the household waste removal tax nor the reom are not applied. Household waste is financed by the budget of the city of Paris (via local taxes, but without a separate TEOM or Reom line). Parisians therefore do not see a specific tax “household waste” on their tax notices.

And the special fee, what is it?

Principle of special fee

The Special fee (RS) is a system for financing the collection and treatment of waste specifically intended for businesses and establishments which generates non -household waste (industrial waste, office, site, etc.). It concerns waste assimilated to household waste.

Calculation method

The special fee is calculated according to The amount of waste producedmeasured by the weight or volume of waste. The price can also take into account the collection frequency, treatment costs (incineration, burial) and sometimes location. It has an incentive function: the more a company sorts and reduces its waste, the more it limits its royalty.
